1. To accept direct and total leadership of director Company; execute and realize serious to directions, resolutions relate Centre by director of Company. To comply with supervisions, guide, control professional knowledge by offices and function offices directly under the Company.
2. To realize development projects and plans in the Centre in development general plan of Company. Serious realize development plans in the Centre approved by director of Company.
3. To execute regulations about establish, split, merge, dissolve and policies in organization personnel, regime general accounting at Company.
4. To propose, petition about solutions, regimes, manage polices of Company.

The Centre there are relationships same level, combine in realize assigned tasks by Company with units business directly under Company. There are close relationships with organizations out of CESC to collect necessary information with aim control and business production and process combine some issue in production with mind cooperation, profitable together, but must be ensure prestigious of Centre and Company.

To accept leadership of communist party at Centre, to make advantage conditions to it and union member operates in accordance with regulations and law of State.
To execute management and realize tasks assigned by regulations of State at place which the Centre stationed and produced.
